The tv says no signal, when I plug the hdmi cable into it, it turns on, it just says no signal though. This is what the config file looks like, uncommenting does nothing though.

I installed the raspberry pi legacy os onto the sd card. I’ve tried uncommenting everything for hdmi. I tried typing
hdmi_force_hotplug=1
hdmi_group=1
hdmi_mode=76
disable_overscan=1
under [all], it didn’t work. My laptop connects to the tv without issues though, but the raspberry pi doesn’t.

try non-legacy, why did you want legacy anyway?

Legacy is also the only option available in the raspberry pi imager when I select the device as raspberry pi 3

what's the power rating on your power source?

you can find this on a plug by taking a picture of its underside, or on the back of a powerbank if your using that

And if you use "Raspberry Pi OS Lite" it will always display the console screen, its when it switch over to graphics that the detection of HDMI resolution fails between the Raspberry Pi and the monitor/TV.
That will confirm that it's working and then you can switch to "Raspberry Pi OS Full" and figuring out what resolution your TV supports and implement those settings in the RPi.
